I believe they have lifted this restriction.

The requirements currently are – your Twitter account must be at least 60
days old, have at least 100 followers and 100 status updates to be visible
in searches to advertisers.. however, advertisers can still explicitly make
offers to you.

I tried using this before for one of my other accounts and it wouldn't let me sign up until I had 200 followers. Did they lift this restriction?
